Meeting Minutes
Monday, August 11, 2014

Location:  Timothy Smith Room

Present:  John Knight, Selectman, Fred Guidi, Sheila Vanderhoef, Town Administrator
Also Attending: Neil Andres, DPW Superintendent

The meeting was called to order at 9:00 AM.
The meeting opened with a discussion of the proposed contract with Environmental Partners Group (EPG).  The first set of questions posed by Mr. Guidi concerned the payments to EPG.  Specifically, what event(s) triggered the payments of 3 lump-sums totaling $1.58M.  Mr. Guidi also asked several questions regarding the 18,900 hours (and $1.89M) allotted in the contract for “construction supervision.  Mr. Guidi wanted to know if the tasks associated with construction supervision were tantamount to the role of a Clerk of the Works (CoW) and if an independent CoW would charge a similar amount for the same services.  Mr. Andres commented that the water project was complex and that the construction supervision would most likely require more than one person.  Mr. Guidi also asked if the payments included in the proposed contract were “not to exceed figures”.  Ms. Vanderhoef offered that she and Mr. Andres would research these questions and provide input prior to or at the next meeting.

Ms. Vanderhoef provided some information related to the qualifications of the independent project manager for the Municipal Water project.  Having reviewed the materials provided by a local/State employee, who had experience managing a wastewater project in Provincetown versus the materials submitted by a firm with expertise in the areas of interest for this project, Ms. Vanderhoef felt that the town would be best served by seeking bids from companies that could provide several types of services such as peer review, value engineering and construction review.  Mr. Knight and Mr. Guidi both agreed.  Ms. Vanderhoef agreed to develop an RFP to request such services.

There was some discussion about the urgency for the Selectmen to make a decision on the storage tank design as EPG would like to get moving on some test borings in the proposed tank location.  Ms. Vanderhoef also updated the committee on the plan to have the Water Commissioners (i.e. Eastham Board of Selectman) take blanket easements in the area of the landfill.

The Committee agreed that the next meeting will be on August 25, 2014 at 9:00 AM.

The meeting adjourned at 10:30 AM.
